Refund cancelled, but PayPal closed case in Resolution Center

I see an attempted refund from a merchant for an order I cancelled. This is shown twice in my account and is each time entered with a strike through and the note that the refund was cancelled. I opened a case in the Resolution Center. The money never came to my account, and now PayPal has closed the case “in my favor.” I’m still out the money. Tried to chat with PayPal, but never heard back. Also tried to use the email offered for complaint response, and gmail says it’s an invalid email (this “service” is operated by a third-party supplier of PayPal, I think). How do I get this resolved if I can’t open a new complaint on the failed refund because it is listed as closed?

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
