I recently made a purchase for an online product, and the seller has agreed to issue a refund. However, they are unable to process it due to insufficient funds in their account. While I appreciate that the seller is willing to refund, I'm unsure whether I should open a dispute since they don't seem willing to add funds to complete the Refund

Does differ country to country but I believe a seller can refund from an account balance OR from a linked bank account.
Advice is voluntary.
