I added my debit card (for online purchases) and Paypal deducted $1 and roughly $1.89 from my card. The first was I think a pre-auth charge and the second was for verification. So far I didn't receive any credits. Am I going to get a refund for these charges?

Yes. Allow a few days, up to 30 days for your card issuer to post refunds.
Kudos & Solved are greatly appreciated. 🙂
