Recepient did not receive the amount I sent - paypal transfer with conversion to local currency

Hi,

I transfered a certain amount to a service provider. I used their email address for the transfer. I selected "Goods and services". I input the amount I wanted the receiver to get, in their local currency. I choose Paypal to convert from EUR to their local currency. I got the email from Paypal that the amount I inputed was sent to the recepient.

The service provider notified me that they received a bit less (it would equal to about 3 EUR) and they asked me to transfer the remaining amount. 

What is this issue about? On whose end is there a problem?

Sellers pay fees to receive payments for goods or services.

That is how paypal make their money and pay their staff wages.
