I have received an order but the money hasn't arrived in my Paypal account... the merchant site says it was received but nothing to draw down from Paypal... this is the 2nd time this has happened.

Very confusing from your post, are you the seller or buyer?
You say you received an order and then say the merchant received it???
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
