Received a full refund but Paypal didn't refund everything?

Hello,
I received a full refund from a merchant, however according to Paypal I will still be charged about 27 €.
I don't understand why because both the merchant and the e-mail I received from Paypal confirmed that it was a full refund. Yet when I check my open payment plan on Paypal, it says the amount to pay was only decreased, which makes no sense if it was a refund. The merchant also confirmed it was a full refund from their end.
How can I get my money returned? This never happened to me before and is genuinely weird and frustrating.

Currency conversion changes on a day by day basis so could be that?
Advice is voluntary.

I thought about that, but the conversion rate between € and USD has been negligible for a few months now.
While I could understand it being a few euros, 27 € seems crazy high just from currency conversions.
Even right now, 334.92 € would convert to 335.39 USD, and it's been in a similar range for a long time.
It just doesn't really explain it.
I'll definitely be calling Paypal customer support about this tomorrow.

I’ve been having the exact same issue since beginning of September 2023. Except that PayPal has kept over $613 dollars of my funds. I purchased from a European Platform that unfortunately contacted me the exact same day expressing that the item was not stated as listed. Not only was I charged over 8000 euro — which came out to over $12,425… Canadian.. but it took over 100 emails, phone calls, and chat with the PayPal to only get back 10,825 Canadian and change. I have put in complaints, I’ve asked for proof of conversion currency as I work in the financial field and the exact exchange on dates in question was less than $26 Canadian.. Pay Pal representatives also agreed with me via chats — which I’ve taken pictures of EVERYTHING and am told over an over I will get my money back and still NADA.. it’s going on 4 months now — and clearly PayPal has ZERO intention of giving me back what is mine — nothing was shipped to me and the vendor has said it’s out of their hands —-that PayPal has thieved my money. Sounds like a VERY easy way for PayPal to rack in on the CASH COW. I’m not holding my breath as I’ve dealt with nothing but a bunch of nimwids who clearly cannot read English and/or speak it. Very disappointed in what PayPal is supposed to stand for and honour. They’ve broke at least 6 separate policy agreements with my case so far. So buyers please beware as I would hate for someone else to have their hard earned dollars gone completely to waste, literally down the PayPal Toilet. And to top it off I probably spent over $150,000 Canadian in the last year via PayPal between my account, my husbands accounts and our business accounts. I guess PayPal is hard up for money these days and will do anything to make a dime, regardless if that means loosing out on thousands and thousands of profit dollars.
