Pre-approved Payments Issue

I am having problems using PayPal on a particular app. When I used PayPal as a payment method, I got an error message saying that PayPal cannot set up pre-approved payments. How can I fix this issue?

If you are having trouble to setup PayPal for a pre-approved payments, you will have to contact the merchant or website.
