Person can not send me money

Hey everyone.

I have a problem with the fact that a person cannot send me a money. He has such message on the screen: "Your account is not supposted for this action" And he contacted PayPAl support by call - he was told that there were no problems with his account.

I had already received payments before and everything was fine. May you know what`s the problem. I am from Ukraine if you can find it helpful.
