Permission to secondary user to add tracking information

What permission should I give to a secondary user so he/she can add tracking information to payments? I can't find such permission in permissions list

Did you try this one?

I know it only specifies buying and printing postage, but since it's related to shipping I'm wondering if that one would also give access to adding tracking.

You may also want to give this one a try:

That one would allow them to see the transaction details, but I'm not sure if it will let them click the link to add tracking while viewing those details.
