I see you're looking to cancel the pending payment in your account. When you attempt to make a payment, the amount can be temporarily charged to your bank/card. This is an authorization charge. The authorization charge will remain pending until the merchant accepts your order. Neither you nor PayPal can cancel an order which is in pending status, but the merchant might be able to cancel it for you. You can find the contact details of the merchant in the transaction details page of your PayPal account. Orders/ authorizations typically expire in 30 days. Once the pending order gets voided/expired, the hold charge will simply be removed from your bank, and the funds would be returned to your available balance.
