Pending Transaction - Clearly Declined by Merchant

Why is my transaction on hold by Paypal when it was declined? I was assured by the merchant (HP) that there is nothing on their end to cancel. At this point, it seems PayPal is more of a headache to me, the consumer, than a solution.

Obviously, an unintended duplicate entry because I thought the first one did not go through. I am not usually on forums anyway so this may be a first and last time post regardless.
