I'm sorry to hear about the trouble you're having while processing payment. As per the information that you've shared, payments can often be blocked or declined if we detect any unusual or suspicious activity. To provide a safer online payment network, every action through PayPal is reviewed before it's approved. Occasionally, an action won't go through due to the various precautions PayPal takes to improve the transaction safety. In this case, you may try again at later time to see if that works. If not, please try to due different payment method. Here's the Help Center Article to know some of the reasons for payment decline.
