Paypal to pay us merchants

can I use paypal abroad to pay us mrechants requiring credit card with us billing address

If the merchant require US billing address, you’ll be blocked. Not all merchants want non-US buyers and you must respect that. Even in PayPal, you can only add country specific billing/shipping address.
