Paypal to BDO refund too long

I have a refund that says refund completed but I still haven't received my money. It was refunded on Novermber 7 and today is November 27. I had a talk with four customer services from PayPal already and they did not help me much. I hope this post may boost my refund process.

If you funded the original Paypal payment to the seller from your bank account or a card then once marked refunded/completed it will automatically go back to that bank account or card.
Normally it can take a few days up to a week to go back to a bank account. Paypal say allow 30 days for a card (1 billing cycle) but its rarely that long.
(Can vary according to country though).

After reviewing your account, we found that transaction amount $63.00 USD is an authorization and not a refund to your credit card. An authorization is a temporary hold of money and not a completed charge. Please contact your credit card issuer to request they release authorization 316416 as we cannot complete it.

I'm sorry to hear you haven't received an expected refund. Based on the email you received, it sounds like your initial transaction was never completed, which is why PayPal can't credit a refund. When a payment is first made, an authorization or temporary hold is placed on the funds with your bank. If the transaction isn't completed properly, or the merchant chooses not to collect the funds (due to out-of-stock inventory or other reasons), the authorization is voided.
Once the authorization is voided, most banks release the money back to you in around ten business days. However, some can take up to 30 days or a full billing cycle. In this situation, you would want to use the authorization number provided in the email and ask your bank to release it. PayPal wouldn't be able to take any further action since the hold is still with your bank and not on PayPal's side.
