Paypal sent funds to the wrong person - how do I get my money?

I sent money to my grandson using his cell phone number.  I used friends and family.  Paypal sent the money to someone else.  They claim that person had put that phone number in their profile.  I confirmed that the number I said to send the money to is indeed my grandson's cell phone.  Unfortunately Paypal did not send the money there.

 

Paypal says it is my problem, not theirs, and they refuse to retrieve the funds.  I sent a message to the recipient of the funds but have no reply and the funds have not been returned.

 

Is there a way, short of legal action, to get Paypal to correct their error?

Unfortunately, buyer protection does not apply to friends and family payments. If you paid by credit card, you may see if you can do a chargeback otherwise, you’re at the mercy and better nature of the recipient to refund you.

This is not an issue of buyer protection.  Paypal sent the money to the wrong party.  The problem is Paypal.
