Am I eligible to claim a refund of return postage costs?

If yes, then how do I go about and claim a refund for my eBay transaction (18-08605-01087) dated 9th May amounting to $37.99?

If you haven’t registered your account for the PayPal refunded shipping program prior to the time of your transaction, your return is probably not eligible for refunded return shipping. Only eligible returns are applicable, please read the general terms of use:
