Paypal refund back to a online blocked debit card

Can you receive a refund on your debit card if the card has a online purchase feature blocked

That would be a question to ask the issuer of the debit card as that may be beyond the scope of PayPal's software.  Was the online block applied through PayPal or the Debit cards financial institution?
