Paypal asks for IBAN and birth date when I try to make a purchase

I've been trying to make a purchase with paypal for a couple of days and every time I go to the paypal screen It asks for my IBAN and my birth date. Sure ok I'll fll it in. I fill it in, I click "Save" and I get a RED pop up "Please add a bank or card to complete your purchase.". I literally just did that. When I click it again nothing happens. This has been driving me insane over the past week. I just got a german Phone number and authenticated it because the paypal is german. The bank account I've linked to my paypal account is also german (Im a student in germany). And I have already made one purchase with paypal prior to all this. All was well with the first purchase but now every time I want to buy something (from Mindfactory for instance) I get this window asking for IBAN and Im stuck there not able to do anything.
I've talked to support and they said I should be able to use paypal freely after I connect a german Phone N to my account. Alas nothing changed.
After I fill the fields I get this at the top:
Edit: Also now it doesnt even go to that window. The second I click purchase with paypal I get this:

I'm sorry to hear you're prompted to add new payment information each time you try to make a purchase. It sounds to me like you might be running into our Security System. Each time you make a purchase, our Security System reviews the action. If a higher-than-average risk is found, it can limit the available payment methods and ask you to add new information. I recommend checking out this Help Center article for a few tips for payment declines. I also recommend ensuring you always use one consistent device while logging into your account with your location services turned on.

I called Paypal support (did I mention my Paypal is German) and the guy on the phone told me I have to wait 7 days since I changed my phone number to a German one (I had linked a non-german phone to my account which I changed because of the SAME issue) in order for the Paypal security to recognize this new phone number as legitimately mine. So right now I'm just trying every day to make a purchase (hoping that it gets fixed earlier than 7 days). For now no luck. Still get the same window I shared in my post. 5 more days to go till the 7 day mark.

I have the same issue (also German Paypal.
For my account nothing really change i added a bank account.
Support send me some auto message that i needed to send money with that bank account. Does seem like they dont really know what they are doing. Before it started doing bs we only used it for Lieferando and small purchases.
Support used to be 24/7 but i guess the rather make more money now.
