Paypal. Receiving funds, Algeria

Hello, Ive recently activated my paypal with a bank account but when my employer wanted to transfer money, the opperation wont be completed because of "regulations". Is it a problem in my Paypal or theirs ?

Tgank you for your reply. I read everything posted in that link but there was nothing about the sender not being able to send money to my paypal, although it's been verified.
