I’m trying to send money and use the family and friends option. But it says not completed try again. Has anyone else had that issue. I think it won’t take because they don’t get fee. But not sure

As you haven't added your country to your profile (so we can see when we hover over your username) or said in your post which country you are in so unfortunately we can't advise. Also you haven't said which country the recipient is in. 
Paypal varies a great deal country to country so you need to tell us where you are on this worldwide community forum.

I am sorry to know that you're facing issues while sending money. Sending money/payments can often be blocked or declined if we detect any unusual or suspicious activity. If you’re sending money to a friend or family member, you can make a personal payment to anyone in the U.S. for free if you use your bank account or your PayPal balance. If you use a debit or credit card, there will be a small charge for your payment (fees).
