Payments undergoing review for security measures?

People have tried to pay invoices I sent them recently, but payments were briefly put on hold and underwent review for security measures. Is that an issue with my account?

This has happened three times now, so I'm pretty concerned. One of them sent me this screenshot of the message it gave them.
