Payments not received

2 of the Google/Microsoft Playstore Cash to Play apps that I cashed out/reedemed were "successful" then a second message popped up saying "crossboarder transaction failed and to contact PayPal" I can't seem to find where I can actually report this in my PayPal account or a paypal support email address so as to attach screenshots or a local call centre to speak to a real person. Hope someone can advise me further.

Sorry to hear that you're not able to redeem your cash to your PayPal account. To receive payments, you need to have confirmed email address and verified PayPal account. If you have already confirmed your information in your PayPal account, you will be having no issues to receive payments. I recommend you contact PayPal Support team to get this checked further.
