If someone sends me money for something not advertised on a site can I get it out of PayPal to my bank or on my credit or debit card

I have 2 issues: My address by some how says i’m in Egypt and i am now in the USA, 2. The seller saying the payment is in hold and need to be released which it saied in in account that one is purchased and one send, can u please help
