Payment to incorrect person

I have recently made a transfer of money to an account that I thought was my friend’s. Turns out it was not when my friend told me they had not received the money. I transaction is showing as completed and I have messaged the recipient twice now. They have not responded and it is now showing a message of I am no longer able to message again. Is there anyway to escalate this with PayPal. I am fully aware that I selected the wrong person when making the payment. Any help is greatly appreciated.

Depends how you sent the payment ie friends/family or goods/services?

Then email the 'wrong' email address you sent it to and ask if they will refund the payment.
Unfortunately as it was a friends/family payment if they refuse then not a lot you can do about it.

- I'm unable to make a payment to someone because PayPal believes it's a scam but I trust the person. in Security and Fraud
- I can't choose type of payment for goods or personal use in Managing Account
- PayPal reversed a fraud refund because I contacted my bank about a separate fraud attempt in Security and Fraud
- Paypal will not recognise my correct address in Managing Account
- Filed case under wrong issue and now cannot seem to change in Security and Fraud
