Payment on hold

I sold something and the buyer apparently has paid but in my PayPal the payment is on hold until the item is delivered. Not really too keen to send it as I don’t have the funds. Is it safe to send the item while it is “on hold”

If the funds are SHOWING in your paypal balance but on hold then read this.
