Payment on hold for verification

I paid to a seller via PayPal as a guest not via a registered account. PayPal has sent me an email asking for some documents as a verification and I have sent it two weeks ago but no response and the money has been deducted from my bank account and the seller didn't receive it. Solution, please

We understand your concern regarding PayPal payment hold policy. We may hold payments for various reasons based on the account's activity. Seller needs to check in their account by logging in to their PayPal account to know the reason of hold and how they can release. Kindly refer the help centre article for details.
