Payment not working is the email account a scam?

I am trying to pay someone using their email address but it doesn’t matter if I do it through the app or internet browser when I try to put through the payment it says not worked try again later is the email I am trying to send payment through a scam?!!

Not sure how we are supposed to know the answer to that one???

Do you know the person you are sending funds to and if so have you checked the email address is correct without any spelling errors?
