Countries you are both in.
Currencies you are sending / expecting to receive.
Funding source you used to pay or did you use funds in your balance?
New account / sent funds before?
Is the recipient new to paypal or received funds before?
Are you sending to a website /company or a personal payment?
Have you confirmed your funding source with the 4 digit code?
Does the name and address on your funding source match your paypal account details?
Check the email address you sent the funds to and make sure it was the correct one without any spelling errors or typos.
What does it say on the transaction on your paypal account?
