Payment issues

I've been trying to send money using my credit card and it keeps saying that my credit card company declined, I called them and they said they were not even receiving a record of the transaction and that I should contact PayPal, which I haven't been able to do, wondering if anyone has had a similar situation? need to send the money asap

Have you added your credit card to your paypal account?

Have you confirmed it with the 4 digit code?

Were their funds available on the card for the confirmation process?

Is the card up to date on your paypal account?

Is the billing address of the card the same as the address on your paypal account?
