How can I cancel payment if I tried to contact paypal and the shop I was paid for it and didn't open it I tried to contact with any one no one answered

If the payment isn't pending but completed then you can't cancel unless the merchant agrees and issues a refund.

Paypal offers you the option to open a dispute for non receipt of item OR item received but not as described.
