Welcome to PayPal Community! I realize you may be having issues with making a payment on a specific merchant's website. I know this can be concerning. If the payment is reflecting an error stating that the attempt was declined, this would mean the card provider is not accepting the payment to complete. In this situation, please reach out to your card provider for further assistance regarding the decline.
If the transaction is attempting to complete but you receive an error stating that it cannot be completed at the moment or things aren't working, you may need to attempt at a later time or using a different payment method. Please wait 72 hours between attempts. If you continue to have errors, please reach out to Customer Support for more specific assistance. You can reach Customer Support by clicking Contact and then Message Us (when available) at the bottom of the PayPal website. They're also available through Twitter direct message or Facebook instant message.
