PayPal.me set as Goods and Services and can't be changed

Hi! It seems I can't receive money as Friends and Family.
Every time I try to use Paypal.me everyone I send it to tells me it shows the option to pay as Goods and Services but no option to change to friends and family. I've read that PayPal allows Mexico to receive money as Friends and Family, and I'm sure my account isn't a business account.

Every article I've looked at was from 2015 or before that and I've gotten no answers.

Any help?

I think the only way you can receive friends/family payments in Mexico is via xoom as per link.
