PayPal made payment from the wrong account.

I received the following email "Hello Victor [removed], PayPal - You recently attempted to send funds to paypal@??.com using your bank account as a payment method. Your bank declined the money transfer on 20/03/2024. We've charged the credit card which you chose as your backup payment method to complete your payment to paypal@??.com. Transaction details Transaction type: Instant Transfer payment to () Transaction ID: () Transaction date: dd/mm/2024 Transaction time: hh:mm PM Transaction amount: x AUD". All of my accounts specify the Credit Card as the preferred method of payment NOT the bank account as a payment method.
If I receive dishonour charges from the bank because you didn't follow my payment instructions how can I back-charge this to PayPal?
