PayPal is unable to make payments on desktop and I'm asked to confirm my identity

My PayPal is unable to send money on desktop (We're sorry, we can't complete your payment right now. Please try again later). And I can send money fine on Mobile? I have enough money and everything, and when I try to send on mobile It says it cant confirm its me (We're sorry, we couldn't confirm it's you). This happened after I linked a new phone number, is there a fix to this?

Yes, i have verified the number and changed it to my main number and it still can't confirm my identity.
