Has anyone ever been charged by PayPal for $89 for a transaction the receipt specifically stated $0 fee for prior to transacting? Never have seen this when sending and had no option to select friend via phone app. Then magically a fee has appeared. No fee on email confirmation either.

I'm sorry to hear that you were charged fees. The fee charges will be displayed on the screen before you submit the payment. I would like to inform you that not all countries have the Friends and Family option. If you still have questions, please try contacting our support.
