PayPal Emails me to accept a payment. The only option is "Refund this payment".

Email from PayPal is asking me to accept a payment. When I pull up the transaction in PayPal, there is no "Accept" option; the only option is "Refund this payment".
The "How can I accept payments?" online help rambles on without addressing accepting a payment at all - AI cockroach generated?
Chat with PayPal robot says the transaction is complete, so I'm not freaking out about whether the payment is there or not. But still wondering - Is the email from PayPal just wrong?

If the payment is showing in your paypal balance and paypal activity then its already claimed???

Well that's weird. The chatbot had said the transaction was completed, even though I hadn't done anything to accept the payment. So now (a few hours later) I go into PayPal and there's a prompt "Accept the Payment".
Note - this is the only transaction I have in PayPal at the moment, so there's no confusion here as to whether or not we are talking about the same transaction.
If this is normal, I find it to be a very confusing process.
