I've recently tried to make a purchase online. However i didn't have enough money to cover the shipping fee (only the product itself), so i cancelled the purchase, yet paypal still took the money from my bank account (i live in Serbia so i am not able to transfer any money to paypal account, i am only able to withdraw from my personal bank account). Will i be getting the money back? when? if not, what do i do? The website that i wanted to order from is not at fault in my opinion since the purchase was cancelled.
When you pay a seller its never instant, paypal credit the seller upfront so that there is no delay in the despatch of your item and then paypal wait for the funds to complete through to them to reimburse them.
If you cancelled the order then the merchant should issue you with a refund. In the meantime paypal will try and get the money from your bank account to reimburse themselves or put your paypal account into negative.
