Pay a $113USD fee to transfer money???

I'm being told I need to pay a fee of $113USD to transfer money from a US PayPal to an NZ PayPal. Is this right?

The fee rate to receive a goods and services payment from US PayPal account to NZ PayPal account is 4.40% + fixed fee: 0.30 USD or 0.45 NZD depending on the currency received.
If sender is making an int’l personal payment, they pay:
5.00% + 4% for currency conversion fee, where applicable (sending money to a friend or family member such that they receive a different currency from the currency in which you pay.)
- A minimum international fee of 0.99 USD
- A maximum international fee of 4.99 USD
Beware of scammers asking you to pay some kind of made up fee that PayPal does not charge to receive money. PayPal deducts their fee automatically upon depositing your cut in your PayPal balance.
