If its not showing on your paypal account at all and not been received by the merchant then talk to your card issuer.

- Request for Account Reactivation in Managing Account
- refunds very slow in Transactions
- Filed case under wrong issue and now cannot seem to change in Security and Fraud
- set up preferred account for payments, but paypal keeps using my bank account for the payments in Transactions
