Online checkout is auto converting currency and not allowing me to pay with the original currency.

My account and address is in Australia. I get paid in USD and have plenty of it in my balance. I shop overseas sites in USD for this reason.
Every freaking miserable time I try to buy off a website in USD and choose PayPal. The moment I log in, it auto converts the entire invoice/checkout to AUD. I cannot change it back, but it does conveniently allow me to double scam myself by paying with my USD balance and forcing the horrendous auto conversion on me there AGAIN.
I have tried making USD my primary in wallet and that then did give me an option to change the payment in one online store that does this issue. But then when confirmed it just comes up with an error saying it was updated and stays in AUD even after for a split second changing back to USD.
Can someone tell me what's wrong and how to avoid this scam problem thank you. I just want to pay in USD and I've had to stop shopping because of it.
