Not able to Accept Payments or Receive Payments for My Etsy Store using PayPal Payment Method.

I have my PayPal account registered with my Etsy Store. My Store is from India and I'm selling Globally. I contacted Etsy Seller Support since my Account shows buyers are not able to purchase my products because of a Payment Issue. Etsy SS says this is PayPal's issue and many other sellers have faced the same problem. How can I get this issue resolved as I'm Losing sales?
