No Refund after account limit review

Paypal declined an automatic payment and deducted funds due to an account limit issue. I went on to verify the card but still the payment doesn't appear and I haven't been refunded. I have tried contacting paypal directly but could not find any useful contact information.

I'm sorry to hear your automatic payment was not processed successfully, even after confirming your card. If the payment did not go through, the authorization with your bank or cardholder should be released in an average of ten days. However, some banks can take up to 30 days or a full billing cycle to release it back into your balance.
