No Confirm Receipt button

I received an order paid for via PayPal but the funds to the seller are on hold. She has added a tracking number but I still have no Confirm Receipt button. Please help.

If its marked as completed in your Paypal account then you have paid. The fact its pending on the sellers account is between them and Paypal.
Funds for new sellers are held for 21 days but released more quickly if they provide a tracking number (funds are then released when tracking shows as delivery + 1 day).

If they have not sent trackable they may have to wait the full 21 days.
