No CC refund after 40 days

I received a refund from a vendor on 1/2/24 for about $2300. 40 days later and the refund still hasn't been posted to my American Express card. The card hasn't been cancelled and I can't find a way to get to someone at PayPal to nail down whats going on. Any ideas?  When I try the steps to reach Customer Service, the bot just tells me that my credit card will be refunded within 30 days and won;t let me go any further.

If you are phoning customer services and get the bot then just say agent a few times and you should get transferred.

I can't get that far, the chat bot just tells me that my refund will be issues in 30 days and restarts the bot - can't get to where I get a number to call them.  I'll try giving it a question the bot can't answer.
