New fees - confused

I should know this but I am totally confused about the fees paid using Paypal. Am I paying fees for accepting payments or are my customers paying the fee? Maybe both? If someone just sends money for services to my paypal business account what is the fee now vs after Aug 2. Thanks for any help.
