I want to send money to my friend but i need to add cc. Can I bypass this security somehow?

Do you mean that you have funds in your balance you want to use but paypal are requesting that you add a c.c. as well?

If so then yes you can use funds in your balance but at some point paypal will request you add a bank account or card to act as a back up funding source and to verify your paypal account.
