My transfer of funds never went through but Paypal said everything is sucesfull

Two months ago I did a transfer of funds to my bank account and Paypal said it went through successfully, however, the intermediary bank said they refused the transaction and my bank never received the money. Nevertheless, my money did not go back to Paypal and nobody takes responsibility. What can I do?
