My payment got decline but i still got charged but paypal says that i wasnt charged. Need help

Today I tried to make a payment, subscription in exact. After making the purchase i got charged twice, second charge was a random charge but Paypal says its declined but I still got charged. I cant get a refund or anything. 

Need help what to do.

What does it say on the transactions in your PAYPAL account.

In the transactions page there is only one charge, the other one isn't there.

Then allow a few days for the other charge to fall back to your funding source. If it doesn't then talk to your bank or card issuer for advice and keep an eye on your paypal account.
