My mistake - Wrong account, refund processed but seller charged fees.

I sent a payment but it was the wrong account, the seller kindly refunded the full amount but has now been charged by Paypal - how do I cancel the payment/refund at my end so they don't get charged a fee? Or do they have to go directly to Paypal?

When you pay someone they are charged a fee, however when they issue a refund the fee is not returned as part of any refund that they make.
Paypal considers it payment for processing the initial payment and the refund for you.
So your best bet is to use the friends/family option (if thats available in your country) or xoom to send the fee amount back to the seller (as it was your error) if you want to. If you 'fund' that payment from your bank account or balance then you should not get charged a fee (check first).
