My debit card has been charged but why does PayPal says authorization is still in progress?

I subscribed to Chegg Study and I paid it by using my PayPal account. But because my PayPal account didn't have enough balance, it charged my debit card which is linked to my PayPal account. Chegg Study showed that payment succeed and I could use my account. But a few hours later, Chegg asked me to resubscribe. So I did. Thus, I got charged again which I have got charged twice. I contacted Chegg and the agent said that my first PayPal payment was declined BUT it was clear that my debit card was charged. He said I will get a refund in 5 business days. I checked my transaction history in my PayPal account and apparently the first payment and second payment are still in the progress of authorization. Why is it like that? Can somebody explain?

When you pay a company then it is often pending or awaiting authorisation until that company processes your order and captures the pending payment.

If they don't process the order and capture that payment then the pending status times out at 30 days post-payment and returns back to your funding source.
